#1 Lenco idler wheel.

The idler wheel is fitted to idler arm using a piece of metal shaped to grip on to the idler arm. A pincher movement with a u shaped piece of metal

Deos anybody know of a tool that fits these , indeed is thier one ?

It's impossible to fit them with one hand alas.

Needle nose pliers are all I can think of. Maybe hold in place with some sticky tape while using the pliers one handed.

Hold the rod in a vice so the idler is horizontal with the stub axle pointing up.Position the clip on the end of the stub axle, then push it home with a small socket (if you have one!).
The world looks so different after learning science. For example, trees are made of air, primarily. When they are burned, they go back to air, and in their flaming heat is released the flaming heat of the Sun which was bound in to convert air into tree.
