How does a laser create an arc?

Saw one today firmly attached to the plastic bumper of a Ford Fiesta.

I thought that, but it looks to me that it has two hands.

I like the random pocket watch at bang on midday.

They were supposed to stop car sickness by discharging static, although I never understood why static might have been a cause of car sickness, and car tyres are sufficiently conductive to earth the body anyway.

I use a copper earth spike connected to a heavy duty crocodile clip (via car battery cable) clamped to the left testicle.

That would explain a lot.
