Well... I've been having another furtle around inside the 13E1 amplifier this afternoon. Put a 10uF motor run cap in front of the first choke to make it cap input off the 375V tap on the HT winding. I'm now getting 357V at the 13E1 anode with 56V at the cathode resistors. 301V across the valve at 19...

There has to be some big capacitance somewhere where it shouldn't be if
the HF is being pulled down that much.

Have you tried reversing the secondaries of the interstage transformers?
